Hacked, banned , What happened?

I used to be pretty active on sythe until i got away from playing runescape for a few monthes until today when I decided to log back in and checkout whets new in prices / what the community is now like. I discovered that my password did not work, so i went to recover it thinking i just forgot my password, and it said my email is not found. I search up my account and discover it was given a TWC and a ban while i was gone, and the only explanation i can think of is the account was hacked as I have not done any trades in quite some time. I understand that bans from hacked accounts will not be lifted unless a person is repaid, but from my searches i could not even find a reason on why my account was banned or added a TWC.
If any admin / mod could help me as to A) Why the account was TWC / Banned and B) If there is any way to get my account back.

Make an account recovery after you've paid back anybody that was scammed while your account was hacked.
