Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:

He recently contacted me via Skype regarding a sale and I realised we had previous chat history so I dug into our messages and realised he was an old user who is currently banned. I then asked the user for his Sythe account and he linked me to this account; http://www.sythe.org/members/465293-chined.html
