Moving the Anti-Scam and related forums to the top.

Currently, the Anti-Scam forum is at the bottom of the site, so many users do not check it. If it was at the top, under the "Our Community" area, more if not all users would see it. I think this would promote more caution for users to check and see who is currently reported and being investigated. I understand there could be issues with this, like being unattractive being at the top; but I think it'd generally be better.

Nothing says welcome to the site new users like a nice scamming related category as the first thing they see.

Not exactly how you want to make a first impression as a forum built on its community.
