Better power supply vs better processor?

Basically, I've build an AMD based PC with my budget (about $600 or so). And I've come to the point where I have to choose between a good power supply or a good processor.

Here's the list of my other components:
    Motherboard: Gigabyte MA78LMT-S2, socket AM3
    Video Card:
    Gigabyte nVidia GeForce GT430
    Hard Disk:
Western Digital Caviar Blue KX, 500GB
    Memory: 4GB.

    Now here's the tradeoff:
    Processor AMD Phenom II X4 965, 3400MHz and Corsair CMPSU-650TX V2 650W power supply
    OR
Processor AMD Phenom II X4 975, 3.6GHz and Rasurbo Silent&Power 650W power supply.

Which do you consider a better decision?

I'm pretty sure the 975 is just an overclocked 965 anyway.. I would get the 965 + Corsair PSU, but that's just me

Go with what Ivy said, it's most likely just clocked a bit higher than the other one which is something you can do on your own, no need to spend extra for it.
