2 accounts, 2 scams.

Hi, been here since 2011, during that time I've bought two accounts, the most recent being yesterday, the first one being about 3 years ago, got scammed both times. Is there any safety involved in buying accounts at all? it seems almost impossible to buy an account safely unless it's from someone with a massive amount of vouches and rep. It's my own fault anyway, thankfully I've not lost much money, I just feel for the people who have.
