Best/cheapest/safest VPN/vps for botting?

Hey everyone.
I'm after a VPN to start botting on, I want it to be windows and handle about 5 bots for now.
Where would you say the best/cheaper/safest one is to get?

As far as I am aware, I think most are linux based?
There was a guy somewhere on this site offering to set them up for people, might take a little searching though.

When I botted, I used to use http://www.yourdomaingoeshere.com/openvz.php

It's not the best, but it's cheap and I'm able to get a few powerbots going on the -$10 option.
