    What do reports with [Global] tags mean?
    I'm gonna go ahead and take a wild guess, it's when there's a reported post in a section where there are no sectionals with perms for that area, so it tags [Global] so that someone with perms can handle the situation?

    What do reports with [Global] tags mean?
    It doesn't tag itself, some of the staff members tag them as they go through them just to help each other out.
