Account recovery without recovery questions??

If I buy an account from someone and the account has no recoveries, then I make recoveries for it, can the original owner take the account back since since he will know the original pw and the original credit card number used to pay for membership? In other words, will Jagex ignore the fact that he doesn't know the recoveries since he will know the other older info?
