Banned for Delaying Script (not refunding 20m)

The user that claimed I was a scammer has gone missing. I've asked his clan mates through OSRS, but nobody has spoken to him for a long time. It's clear to me that there's no way of reaching this guy. I've had him as a contact for over a year, what I've gathered is that he usually disappears then reappears every 1 - 4 months. Since he can't be reached, I'd be willing to give the 20m owed to a moderator. Can't deliver the script I made, and I can't refund him. I've never scammed anybody in the past and I don't plan on starting now. What are my options?

Video has stated you will be unbanned once you repay. I'd like to state that we usually give around 1 month for the victim to respond. You would probably have to wait for around that time.

If the victim fails to respond then we can allocate that payment towards a un-related scam victim.
