Trying to pay a refund back--Been ongoing for weeks now

Been trying to pay back Pale a portion of his money for about 2 weeks now, not sure if im even contacting the correct mods..

Mods are saying i blocked him...when i tried to reach out to him, i could not find him. I have picture proof of him not being blocked...I would like to resolve this immediately...

Also, im wondering the state of my account after i refund him...Will i be twc'd or dnt'd still? This is becoming quite annoying and frustrating, as ive stated multiple times before I dont even think he should be getting RF but if its to appeal my ban, then I will
