Why you think they are ban evading (just an IP audit match is NOT ENOUGH!) :
I know it is a ban evader as I was scammed by him (didn't make a report as he was already banned and it wasn't an amount I cared for). The RSN he had used previously was Locket -> "SSN" -> Drawl and it stayed at drawl.

While it is not enough evidence I would at least recommend TWC, the Amelia name list:

has "Dolla" and "Loth" that Lap is selling as well: Selling Name "Dolla" and "Loth"

I did check IPaudit but it seems to be a new IP.
