Help on my new server?

I just downloaded p16, not hamachi yet. not needed yet.
i have made a sever once before and everything worked.
now i got a new computer and want to make a new one, however, when i try to compile my server, it says the following ;

" 'javac' is not recognized as a internal or external command, operable program or batch file.
press any key to continue "

how do i fix this problem and get it to compile my work? :S
please help as soon as possible, i want to get it up and running!
