Env - $20 scam

Briefly explain the trade: I paid [extra] money for a firecape at a range of time and around 5-10 hours later he wants to do the cape.
How they scammed: We agreed to a certain time but he was very vague. He never mentioned his time zone. I lost money out of this trade as I could have bought a cheaper and quicker service. Plus, my money is not being refunded for a cape not being done AT ALL.

I purchased a fire cape from Env. I put my order in and added him on msn. We discussed the details and he accepted extra money to increase my place in his line.

This is him making the deal to place my order first:

This is him promising it in a range of tomorrow morning (I asked for a time not part of the day; he was very vague)

Around 5 PM he messages me saying he will do the cape. MUCH later than our agreed time (the entire payment included a firecape in the range of time).

After I declined the offer and asked for a refund and backed myself up with terms of our agreement, he denied to refund me. When mentioning our deal, he acts as if this is a free service and like I did not pay him 20 dollars.

He begins copying and pasting his rules and guidelines into the conversation but his guidelines fail to mention he can do the cape whenever he feels like it after overcharging and accepting extra money SOLELY for time purpose.

I want to visit this site again but if people with many vouches can get away with this then I don't know if I should trust another seller of a service. I am not asking for much, just a refund of my money. At this point, there is no firecape being given to my account as I don't trust what will happen to it under his control. If he refunds me he is losing no money, we are just going back to what we had yesterday. Out of my very few transactions on this site, I end up being scammed.
