Reporting scammer - Adnan989

I were buying an account upgrade.
The story: I added him and started talking, everything went fine and I told him and asked him if he could upgrade my account instantly because I want to upgrade my account and get ready for the free trade tomorrow, so he said that he could do it within an hour max, so I agreed and sent him 4$ via my verified paypal to his. After an hour I asked him if he could upgrade now, he said that it's very late and had to go to sleep I'll upgrade your account first thing in the morning, so I told him alright, it's no big deal as long as I get my upgrade tomorrow morning. In the morning he logged on MSN and I asked him once more and he replied with that he must go to school but after school he will upgrade my account, so I said alright you must upgrade my account because I'm in a hurry too, and he replied that he will after school, then that day he never logged on MSN any longer. He logged on just now, (a few hours after runescape free trade update) and told me he can upgrade now,... But when I logged on my account the day before free trade, I saw him on my account, logged on, which he has no right to be so I requested a refund because I knew he would've transferred the money instead of upgrading but then he claims that unverified accounts cannot send money...
