To appeal for a High Pardon?

I understand I let down a lot of people, and I would take back all my idiotic activities from a year and a half ago if I could, as well as my silly child-like behaviour in lying to the entire community if I could.

I just want to know if I'm allowed to create one, or the staff have decided to bar me from the site permanently without the opportunity to come back. If that is the case, I'll continue to leave you all alone.
