Also because of this I am also going to be associating them with [email protected] AND [email protected] as I cannot bring myself to believe that this is a different user AT ALL due to similar emails.

Very tempting to believe this, especially when the ISP's he has been using are not really usual ones. He can dispute this ban in the Dispute a Ban or TWC section and if he does there's a high chance of getting unbanned again.
