Any good tutorials for server creation

I wanna create a custom OldSchool RuneScape server Im looking to know what software Ill need, any good tutorials I could watch or read and bases I could download for creation like 317 I heard is the OSRS base? Anyway I could download like the OSRS with the stuff it already has? like new raids and stuffs.

Also what tools are used like for new armor creation, map creation and stuff
