Trouble performing recovery

Hello! I recently had buyed an account from a guy in the UK and i live in a diffrent country. When i performed a recovery it got denied and my account locked. I keep getting this screen:

Is it only the Other Details im doing wrong? Because im filling in everything i was told and of course my own isp. Is it only those three who are wrong? Can it be because i live in a diffrent country??
