Partyhats Becoming "Unsellable?"

Recently you may or may not have owned a partyhat, and have noticed its near impossible to sell it for all cash. This is due to the fact that no one wants to spend that much, with the new trade limit.

However, I do believe this is a economic move by Jagex mods.
I don't think they ever intended them to turn out the way they did price wise.
