It derives from the logical assumption that bread is like a sponge, and it soaks things up. So therefore if you eat bread, it will soak alcohol up and you'll sober up!

This however is altogether false. Bread works no better than any other food in reducing the amount of time it takes alcohol to reach your blood stream. It does not however sober you up at all. Once alcohol is in your stomach, specifically your bloodstream, the only way to get rid of it is time.

Probably a good thing you've never heard of it; however if you do hear of it, you should tell them that they shouldn't do it, and at the very least never let it happen to you or your friends.

I'm diabetic and have passed out, and woken up to people feeding me cake. Good times.
If someone is overly drunk just persuade them to be sick. If I feel horrible up town or whatever I just hit up an alley and spew. Problem solved, no more alcohol in your stomach to get you worse, so you sober up quicker.

Also, unless you are an 'experienced' drunk and weed smoker, don't take them at the same time. Being drunk then smoking weed puts you at a high risk of a 'whitey' (very dizzy, hard to stop the room spinning, closing your eyes makes it worse, I believe it's caused by low blood pressure). If you're planning on toking for the first time, don't be drunk.

^True, this happened to me too many times, also hookah and alcohol does the same thing. And be careful when combining your beer and liquor.

The two most important thinks of how to handle a passed out person are not in this guide.
    1. Lie them on their side and constantly monitor them so they cannot swallow their tongue or choke to death on their throwup.
    2. Calling 911 for an ambulance will indeed cause the cops to show up, but they will not arrest anyone if you call for an ambulance unless there is serious and violent danger (under US law). This is important to know because many teenagers feel they will be arrested if they call an ambulance to help a friend, but they wont be.

I've put this in, you should lie them in the recovery position facing you so you can monitor them.
In Aus, the Police does not show up when an Ambulance is called unless there is violence. This is a common misconception, however I'm not sure how it applies in international laws.
I would put always call an Ambulance, however there are 2 problems to it:

First: It costs money, in 99% of the places in the world regardless of an injury or not.
Second: As you said, I'm not aware of laws on an international scale, however I can safely say that in Australia, the cops DO NOT show up if an ambulance is called, unless there is violence.

You said each glass of alcohol which is not actually correct i think you mean every standard drink.

    Another correction to make
When ingested, alcohol passes from the stomach into the small intestine, where it is rapidly absorbed into the blood and distributed throughout the body. Because it is distributed so quickly and thoroughly the alcohol can affect the central nervous system even in small concentrations. In low concentrations, alcohol reduces inhibitions.
