There are currently 15 members on staff. Some aren't notable for giving their opinions on a pardon, some could be temporarily inactive or just miss/forget the pardon.

I believe a user needs 5 supports from a staff in order for it to be moved for the upper staff to vote on. Getting 5 from the 15 staff, which includes richard, is extremely low. With the past demotions and resigning it's hard to believe that at least 5 staff members even look at the section. It's more likely when there were more staff members around.

How about freezing their period of time before a pardon gets denied until the next round of promotion, or extending it or taking a look at it if you haven't already. I understand picking up the work left by the previous moderators who were merely getting their monthly quota is a lot, and I dont expect you guys to look at the pardons. Mainly because you have to actually think it through, and do some digging, it's a delicate matter and you cannot just pardon anyone. It's a tough decision where you should allocate your time.

tl;dr do something about the current pardons people have posted, doubt they could get 5 support out of 15 staff members even if they were deserving of it

Never thought about this. What you're saying sounds right in theory, and makes sense to me. However there may be a few ifs and buts that we're unaware of in regards to the pardons/how often staff are looking at them post resignation/demotions.

Lots of pardons have been accepted recently, I see no issues personally. If you want more responses on your pardon, make the effort & go get 'em.

I agree with this. If you aren't willing to put the extra effort in after doing something against the rules kinda means you don't really want to be here that badly.

If staff don't post that just means they do not support it.

This. When I was staff, I read every single pardon, but only posted in maybe one or two.

If you don't support, there's no reason to post unless you have something to add to the discussion.

I do hope this is the case. But there's a thread that's supposed to be merged with a guy's pardon with only 11 views in the last 4 days and hasnt been merged, I doubt of the 11 views 5 were staff.

Can admins check who has viewed threads? Like let's say a thread has 50 views, could you see how many times I have viewed it? If not then please lock this thread as Ill take your word. I am not very active so I may have just seen the section at the wrong time.

I very much agree with this, when I was getting my pardon I was contacting staff to take a look etc.

I can't see who's viewed it, no. However here's some examples:

Bglave's pardon posted 1st sep, moved to USL 5th sep, unbanned 2 weeks later after voting
Belumoth's pardon posted 4th Sep, moved to USL same day, was unbanned after voting
Semper's pardon posted 24th Sep, moved to USL same day, denied the next day after voting
Freakyhair's pardon posted 28th Sep, moved to USL same day, unbanned 14th Oct
Anthony1994's pardon posted 20th Oct, moved to USL on 23rd, unbanned 7th Nov
Jake Kastle's pardon posted 25th Oct, moved to USL on 31st, unbanned 14th Nov
Traxar's pardon posted 28th Oct, moved to USL 5th Nov, still awaiting decision
Salvador's pardon posted 29th Oct, moved to USL on 4th Nov, unbanned today after voting
Jackgeddes' pardon posted 7th Nov, moved to USL on 12th, still awaiting decision

Perhaps it's as though none are receiving attention because as soon as they get 5 supports they're moved to the USL. But they are definitely getting attention. And I don't know about anyone else but for a month and a half that's a decent number of banned users returning to the site.
