Account recovery - Hamtower

Hello, I am trying to recover my account from along time ago, Hamtower: Hamtower

Here are screenshots of me verifying my paypal account, which is shown in the two videos at this link of when Busta305 scammed me: Busta305 is a scammer!

As you can see the bank account is the same one in the video, the paypal email which is shown in the videos is the same as well. I also can prove it by sending you an email from it.
Basically why I want access to the account is because I came across a thread where scam victims may be payed back depending on people reimbursing scams. I lost 300m OSRS in the transaction where I should have been paid ~$750. EDIT: I know there is a $300 cap.

I also can get access to the account in the video on RuneScape, that is my one of my coworkers/best friends.

The email on it should be [removed] and I don't have access to that anymore.

My IP should be from frontier.net (on hamtower) even though I use Charter currently. The whois ip or ping or whatever should link to Wisconsin, or Montello, which is where I am from and live.

The email I'd like associated with it is [removed] (I had to change it because when I was thinking of a business name, I created an account with the email I had before this.)

Can you provide proof of that address + name via an ID? Should be all we need to finish this. Thx for all this info - will really speed this up.
