He do some training on my RS 07 account in exchange for EoC gold. I paid him upfront, the full amount (144m)

My account got banned permanently within 2-3 days of him starting the training, nowhere did he mention he would bot it. Then he blocked me on Skype.

If he knowingly botted when it was not permitted, then he would be required to refund you.
If you cannot provide evidence stating it was not allowed and agreed upon, then there's really nothing that can be done.

 

Well the service he agreed to complete, and what I paid for has not been completed, does that not mean anything?

 

You're still avoiding the question.

Obviously the service can't be completed if the account is banned, and if it wasn't agreed upon that botting was not allowed, then he may not be responsible.

I'm not going to ask for a ruling until you answer the question, however, as there is no rule currently listed for accounts banned due to botting by using a service.
