what to do??

i have been pondering this for a long time i want a med defence acc/summoning tank like 40 defence and 99 summoning,
i work too much to make this account but it would be nice to just give someone an efficient method+1b and just let them go to work.......
40 defence+full penance+43 prayer or something to keep the prayer replenished?
wondering if i could actually find someone that was 100% legitamite to do this?

 

I could do this, will cost alot because of the charms needed, but still.
Its not the hardest ever.
