AutoSwitcher!!

My best E-friend sent me the link to his autoswitcher. He told me that it can only contain a limited amount of downloads and if those are crossed that he will actually put a price on the autoswitcher...
I tried setting this peace up but Im not familiar with this kinda stuff but I get stuck when I try opening this switcher and it doesnt do anything, so if anyone can take a good look at this and write a little tutorial on it it would be helpfull.
