Why wouldn't this work?

Doesn't the water drip out of the end of the straw slowly?

 

The reason the water doesn't drop out of the straw when you put your tongue over it and pull it out is because the pressure under the liquid is greater than the pressure above it. When your tongue encloses the top of the straw opening, the pressure has no where to escape as you start to pull it out into a lower pressured environment, thus holding the liquid in place. In order to hold the ammount of water needed to fill an average swimming pool, an emmense ammount of pressure would be needed inside the tube and the structural integrity of the materials used to create it would need to be exceptionally stable.
