Video Editing Help

I don't know if this is the right section or not. If it isn't the right section would a moderator please move it.

I'd like to know what is the best type of file to convert my video to. Some people say ".wmv" is but I'm not sure. When I convert to that, the screen a whitish tint to it and the video is very bright. Also, what editing software do you use? Thanks and if you have any video editing experience it would be appreciated.
