paypal account

not sure if right section but anyways, i have an austraillian paypal account with currently 40 dollars on it, it got limmited for some reason im not sure of...it says
Your account access has been limited for the following reason(s):

•20 Jul 2010: We have observed activity in this account that is unusual or potentially high risk.

what ever that means but im willing to give 30 dollars to anyone who can get my account un limmited
