As azn is away.. I'll just tell yo guys what he told me:

method 1 doesnt require any friendship; The receiver needs level 62* on a certain skill. The sender doesnt have any reqs.

Method 2 requirs friendship for atleast 1 month.

 

its not lvl 68 its lvl 62+ ina certain skill
