    You should work on your text, it's very pixelated and not well placed, neither is it a very nice font. The circle motifs are icky... because I know they're from a stock brush... SO remove them.
    Just some minor things to work on in the time-being, I'm not going to rip it in to bits ^_^

    Better improvement from the last time. Like stated by alteranz, the text isn't satisfactory.
    Try picking a text like neuropol, it might fit. Try putting the text in a place where it will stand out.

    it would look much better with a darker background. and dl some good graffiti brushes for the arrows from devianart. and use some layer styling.

    scan lines kill depth. Integreate text better. Use liquify or something to add contrast the the rigid lines of the brushes.
