To host a forum do not go with semi-dedicated. Just pick a Standard or Beginners package from somewhere.

http://www.1and1.com is decent although they do have somewhat of a bad wrap from some customers. I've used them numerous times without issues.

You do not need dedicated hosting when starting a new website. Dedicated hosting is for when you start to get a lot of traffic and your site is slowed by the limitations of shared hosting.

Im mainly looking for offshore hosting tbh. Any ideas? + what hosting spec's should i get/need
