USFINE took my money $241.7 USD

Edit: USFINE has refunded my money. But I hope they get a warning to not do something like this again in the future.

I recently tried to buy 90M gold from USFINE. I followed all the steps on their website and payed them with Paypal. I had previously brought gold from USFINE 4 times, spending a total of around $300 USD. They all went fine. But this time, when I ordered 90M and payed them on paypal, they said my order was too big and they do not accept my paypal. I did not know this, so I ask them to refund my money. They refuse to refund me and say that I will be refunded after I pay $241.74 USD to them through Western Union. How can they do this? It is blackmail, they are basically saying send the us money or we will keep your money without giving you what you payed for?

All I am asking is that if they will not deliver the gold that I have payed for, then refund my money.
