In order to send money on Moneybookers, do you need to add a cc or bank account?

4. I have registered and want to send money - now what?
Step 1: You must fund your account. The most common way to fund your account is via bank transfer:

Go to: 'Upload Funds' > choose bank transfer as a payment method > You will be provided with bank details and your customer ID which is the reference for your transfer.

Now, you have to instruct your bank to process the transaction. Make sure to enter the transaction ID OR your login email in the reference field. If you do not want to fund your account via bank transfer, find here more supported payment methods.
Step 2: As soon as the funds are credited to your Moneybookers account, you can go ahead and send payments to anyone with an email address by following the instructions given under the 'Send money' tab

5. How do I send money?
You can send money by going to the Send Money tab and following the instructions. You only need the email address of the recipient to execute the payment.

Please note: in order to send money, you need to have sufficient funds in your Moneybookers account to cover the payment

I couldnt send ANY money to anybody or even pay for an product untill i added and verified my credit card. so i think you need to have CC.
