What happened to Eliteswitch?

Well, it's been about a year since I last played rs because I've been busy in school, but now i'm out for summer break and ready to play. I tried using eliteswitch but I couldn't and I also tried updating it but I couldn't. From what I've seen I believe 3.04 alpha is the new version? If so, I already tried to download it but I don't know how to open .RAR files. I already have winRar but I'm clueless on how to use it. Please help this clueless newb :'(
