Limited Paypal Account With $ On It.

Hi people, i don't know if this is right section, and if this is allowed, please don't report me or ban me if this is wrong section/ forum, if it is please lock it.. Now more to the point.

I have this account of myne with 63$ on it. It is limited, i haven't submited any files yet, or sended any comments, etc.. Nothing since it got limited. So here is the deal, i will give this paypal to anyone who offers me 10-20$, or Some RSGP (2-10M). Why should you do this? Because u can get account unlimited only by uploading your electricity bill, or etc. any proof of the adress. Now you might be thinking? Why i don't do it? dude, I would just add a cc to it and then us the money to buy rsgp. That sounds to risky in general.
