He even stated that the person he swapped the account to recovered their account but he keeps the voucher on his sig.

 

Even if the other person scammed him, he can still use the vouch as a show that he held up his end of the trade.

A "fake vouch" is a vouch that is bought, given to the user by themselves under an alias (self-vouching), or quoted from a user that never gave it to them.
