Spam forum rules

All of the Sythe.org rules apply here. Any breaches will be infracted/forumbanned, except for:

- Posting multiple times in a row
- Posting unintelligent remarks

In addition:

- No sexual harrassment
- No vouch threads
- No posting in vouch threads (It should be noted posting in vouch threads is just as bad as making the vouch thread yourself)
