[PayPal] Buying an account, spending up to $150 usd [PayPal]

Hey, title says it all, im spending up to $150 usd on an account,
i will not go first/use an mm don't ask why i cbf explaining my reason
if you wont go first then please dont read any further.

the account must have~~~
a 90 + stat (preferably atleast 1-99stat)
no recoveries
no bank pin
and some starter cash

I have no idea why i say i won't the acc to have no recoveries, i know you can take the account back without recoveries, but i'd still like the account not to have any.
