It just was a Question.
Since It wasn't allowed to rip a Signature, I thought that it also wasn't allowed to rip a avatar.
I talked to him via MSN, He told me to make a Dispute.

It was a Question, in the General Discussions/Off Topic section.
So not even in a section like RuneScape 2 Cheating or Whatever.

Since when do you get infractions for asking a question?

 

It is against the rules to Rip Avatars/Signatures without permission from the User itself, but you should not have posted that in the General Discussion area.

Also, using your Avatar could be considered Ban Evading, because you are trying to change your Username to something else, which had me confused for a few minutes as to what you were actually reporting.

Nevertheless, both of your Avatars should be removed and replaced if you don't want to face a Ban.
