Becoming a verified member will get rid of the limitations.

You just need to add a bank to fund the account.

thing is i dont have a bank account, credit card or a debit card :S

You could try purchasing a VCC (Virtual Credit Card) Online. I'm not sure how you'd go about it though. I heard that adding some sort of gift card can also lift the limit, but I haven't tested that myself, so I can't tell you if that works or not.

I can verify on what R33l2r3al said about adding the gift card. That is what I did to become a verified member of paypal. If you can't get one of those or a VCC, then basically just put your tail between your legs and admit defeat, because you won't be able to access those funds in any way possible.
