    I'm starting up an site, but I know nothing about Web Programming. Is there someone out there that can help me out, I will give you level 4 Donation, and Adminster on my site.

    It's best to get yourself a premade forum, there are tons of free and cheap packages out there. Let me know if you need help, and I'll see what I can do.
