How do you add third party mods to your steam account?

 

Open steam games menu and click "Add non-Steam game..."

If that's what you are talking about.

 

Nah third party mods are like Fortress Forever or stuff like that. You need to d/l the game and add it to your steamapps folder for it to work, you also need HL2 if its a hl2 based game

COD4 you cant add to steam unless you but it through steam store.
You can make a shortcut for it by clicking add non-steam game then like that.
