IIRC, Jagex did away with them. So no, I don’t believe so.

If i were you i would buy OSRS Bonds if you want to purchase, this is way cheaper then membership and generally very safe. Bonds are often shared amongs players and we have never seen a ban by transferring bonds to another accounts. I think this is because Jagex buys/sells bonds themselves and generally therefore doesn't monitor bond transferring (through RWT)
