    I could not find enough evidence that these two accounts belong to the same person. However, the similarity in names to a known serial scammer and ban evader, combined with the absence of posts from a proper home IP address, are sufficient grounds for issuing a DNT. This can be disputed by posting from a home IP in the dispute section.
