Name Change Questions.

Would going from petruska to peter count as a minor or big name change. (I know minor is probably farfetched but asking just in case haha).

Also I have a question about name changing to a banned account name. In this case the User: Peter is banned but I could not find how much he owed. To my understanding if you want to get a banned username name you need to pay it's debt + get it approved.
