Yesterday I reported him on Jade for evasion as he had the same stats/character. He's now blocked out all stats except for his combat stats and is wearing an outfit to hide his character's appearance.

Resolved rookie's skype blinkscape which he listed on the thread above and got this:

Compared it with the location of the IP from the report on his profile "Ware" above.. same location/coordinates/etc.
