I have one with sorta the requirements you're looking for. It's 85 combat with 61 attack, 87 strength, 46 defence, 53 prayer, 75 range and 77 mage. It's done all of the quests (including RFD) you asked for except for roving elves, plus a few more(great brain robbery for anchor, slug menace for proselyte and had torso).
