IP banned?

I tried to access Sythe to check my ban dispute (2-weeker for infractions) and got the IP-ban message. My IP changes a lot, so that might be the problem... It isn't like a TOR network or a dynamic, I guess sometimes it changes, and I got one that gave me a ban message. Any help with that?
