Shilo Village quest problem

I'm doing the Shilo City quest and I'm at the part where you go on Cairn Island, I searched the rocks on the north of the island and all it says is "You find nothing of significance. And it does look quite scary."

Can anyone help me? On all of the quest guides I've read it says to search the rocks and you'll go down.
