This a cut-and-dry case where @twistedtaco, the owner of DragonDyce, has decided to force his ranks to pay out the victim instead of paying out the victim himself. Those who do not chip in will be deranked from the clan.

The issue here is that, before today, this policy was never disclosed to ranks. Ranks are required to agree to a Terms of Service, and are told that rank buyins cover potential scamquits. Those Terms of Service do not include any wording that say they are responsible for other hosts scamming.

Previous scamming cases have shown that Ranks were not responsible for the other rank's scamquit. Just because this is a big hit to the owner's wallet doesn't mean he can then blackmail his ranks into covering for his lack of oversight.
